Early word was that the TX0AT operators would also be operating in the local
"CB" band, and there was some concern over whether or not this would affect
the legality of the TX0AT ticket.  Later word was that they were authorized
for operating in this band.  Either way, it doesn't sound like a "pirate"
operation.
