Actually, QRL?  implies the QUESTION     "is the frequency in use?'
and         QRL   implies the STATEMENT " the frequency is in use"
a subtle difference that has not registered with a LARGE number
of operators.

I like the .. . or ? idea.  Much less interference is created by those 
procedures.
