We don't really know what "the other guy" would have done... I suspect that we might be facing the same battle, as the self-proclaimed "Father of the Internet" was also a proponent of spreading broadband access.
Having said that... we can debate that point ad infinitum ad nauseum -- later. We still have a few days to get comments in -- and from what I just heard on the TenTec reflector, the NTIA report has the technical details to bury BPL but lacks a non-technical Executive Summary that clearly and quickly explains this to the non-technical decision makers.
