I am disappointed to hear that any USA ham would not want to be generous with DX QSLing. A can of sugar water soda out of the vending machine is now a US dollar. We gotta get away from the old ideas that somehow we are owed a QSL card and want to send the minimum or less to help get one. I think any US ham should send any DX ham FIVE US DOLLARS freely if he wants a card back. Can we be so cheap otherwise? No one is gonna get rich at ham radio, believe me.
