[DX-CHAT] QSL Costs

One of the most irritating things in QSLing is the DX op who complains about 
theft in his country's postal system yet never gets a manager in another 
country with a more secure postal system. One has to wonder if such stations 
aren't DXing for dollars. If they're not, then they should either tell 
stations to 1)not send cards or 2)get a manager as mentioned above.
