Yes it is. When he started working North America (between 1045 and 1100), he was listening ONLY on two frequencies, 14200 and 14205 (and announced as such). Then listening between those freqs, then 200-210 and then up to 220 then up to 230. Of course, if the rate is good (a good rate on phone is 300-400/hour), it doesn't matter where he listens, as long as enough callers can find that frequency.
