Yes, by number in the call. One hopes that the number of "out-of-zone" callsigns balance each other out. I.e. for every W6 who lives in Zone 5, there is a W1 somewhere who lives in Zone 3.

I believe it's much more likely that a W1/2 lives in zone 3 than W6/7 in zone 5. The population trend in the US has been flight from the NE to the SW for a number of years now.
