According to page 11 of the previously mentioned US Postal Bulletin PR 22267

"the manager" is prevented from selling any of the old ones after
October 15 and should have already returned his remaining stock of
them to his sources by October 1.
You may want to make an appointment to sit down with your local Postmaster.
