Kan JA1BK sure knows how to "make friends and influence people"! If he feels so strongly that the facts support his case for American Samoa KH8 gaining IARU membership, why doesn't he go back to ARRL with supporting documentation and ask for the issue to be re-visited? Insulting Dave Sumner and the ARRL Board doesn't seem like a very productive way to proceed. That will just guarantee it won't happen, and hence KH8SI won't count for a new one.
Note DXCC Rule Section I, Item #13, (d): Each applicant agrees to be "bound by the decisions of the ARRL Awards Committee". It's their baby Kan!
