** EDITOR'S SPECIAL NOTICE: This week's bulletin was sent out earlier
   than normal to accommodate the late CQWW DX RTTY Contest announcements,
   as well as some family commitments and attending the Cleveland Hamfest
   during the weekend. Also, we wanted to provide the OPDX readers with a
   consolidated listing of the CQWW DX RTTY Contest participants.

3B8, MAURITIUS. Gerd, DG5MMW, will be active as 3B8/homecall from Mauritius
Island (AF-049, WLOTA 0595) between November 1-6th. Activity will be
possibly holiday style on the HF bands. QSL via his home callsign, by

4O, MONTENEGRO. Arkady "Ark", UA4CC, is once again active as 4O7CC from
Becici until October 2nd. Activity will be on 40-10 meters using CW, SSB

5B, CYPRUS. Serge, UT5UDX, will be active as 5B/UT0U during the CQWW DX
RTTY Contest (September 25-26th) as a Single-Op/All-Band entry. QSL via

5N, NIGERIA. Ivan, OM3CGN/5N7M, from Abuja, will be active during the
CQWW DX RTTY Contest (September 25-26th) as a Single-Op/All-Band entry.
Ivan informs OPDX that he will probably be here for another 2-3 years.
He also mentions that he hopes to fix his 160/80 meters vertical soon
because in the winter season he prefers the lower bands. He is active
on all HF bands, 160-6 meters using CW, SSB and RTTY. However, currently
he has a problem with his Ham II rotor, the windings are bad, so he has
his antenna fixed to the north. Ivan states that he is active almost
everyday between 0600-0700z before he goes to work, during lunch time
around 1100-1200z and after 1500z (possibly till 2300z) when he is at

9A, CROATIA (IOTA/LH Op). A small group of Czech operators will be
activating the Struga Lighthouse (WLOTA 0815) on the Island of Lastovo
(IOTA EU-016, IOCA CI-051) between September 26th and October 2nd. The
operators will sign 9A/homecall. Operators mentioned are: Jan/OK1JK,
Ruda/OK1HWS and Jiri/OK1IEC. Activity will be on 40/30/20 meters,
possibly 80/17/15/12/10 meters, using CW, SSB, RTTY and PSK (also ROS,

9M6, EAST MALAYSIA. Tony, KM0O, will once again be active as 9M6/KM0O
from at Kinarut, Sabah (OC-088, WLOTA 0119, Zone 18, Grid Loc. OJ85AT),
between November 26-30th. His main activity will be the CQWW DX CW
Contest (November 27-28th) as a Single-Op/All-Band entry. Tony tells
OPDX that he has work to do on the antennas for 80 and 160 meters, so
he will be emphasizing those bands before and after the contest. QSL

C37, ANDORRA (Special Event/Contest Op). To celebrate the 30th anniversary
of the Unio de Radioaficionats Andorrans (URA), an international team set
up by members of URA, URE and REF will take part in the CQWW DX SSB Contest
(October 30-31st) as C37N. Ruben, EA5BZ, will be the team leader during
the contest. The operational site will be located in Naturlandia, the
Thematic Pyrenee mountains Ecologic Park. Operators mentioned are:

CM2, CUBA. Frank, CM2IR, from Havana (IOTA NA-015 and Grid Loc. EL83TC),
informs OPDX that he will be active on the upcoming Sunday on 40 and 15
meters band using CW/SSB/PSK-31. His operating schedule is as follows:
  40 meters (around 2200z): SSB - 7123, 7148 and 7170 kHz (+/- QRM)
                             CW - 7003, 7013 and 7025 kHz
                         PSK-31 - 7035 kHz
  15 meters (around 2000z): SSB - between 21150-21350 kHz
                             CW - 21035 kHz
                         PSK-31 - 21070 kHz

OPDX: "To encourage greater participation of South American amateur in
international contests, we are creating a new competition to be held

 * Bill Moore, NC1L, ARRL Awards Branch Manager, reports that the following

 * Bill Moore, NC1L, ARRL Awards Branch Manager, reports: "ARRL Awards
   Committee Statement on Dissolution of the Netherlands Antillies:
     To clarify the administrative process by which the anticipated
   changes to the two existing Netherlands Antilles DXCC entities will
   be made, the ARRL Awards Committee has determined that at 0400Z (12:00
   AM local time in the islands) on 10 October 2010, the two Netherland
   Antilles DXCC entities will be deleted.
     Commencing at 0400Z (12:00 AM local time) on 10 October, 2010,
   operation from the islands of Curacao, Bonaire, Sint Maarten, Saba,
   and St Eustatius will count for a yet-to-be-determined number of new
   entities under the DXCC List Criteria, and Political Entities, Rule 1
   and/or Rule 2 Geographic Separation Entities. When the Awards Committee
   determines what Rule 1 or Rule 2 actions apply, it will announce the
   final disposition of the entities on the DXCC list.
     The DXCC desk will not accept confirmations for these new entities
   until after 1 January, 2011."

EA6, BALEARIC ISLANDS. Adrian, AA5UK, will once again be active as
EA6/AA5UK from Ibiza (EU-004, DIE E-023, MIA MB-003, WLOTA 0958, Grid Loc.
JM09tb), October 16-27th. Activity will be holiday style on 160-10 meters
using mostly SSB and various Digital modes. Also, look for satellite

FO, FRENCH POLYNESIA. Phil, FO8RZ (F5PHW), continues to be active on
the bands until August of 2011. Look for him to be active during the

  AF-018.  Operator Raffaele, IH9YMC, will be active from Pantelleria
           Island (IIA TP-001, MIA MI-124, WW Loc. JM56XT), African Italy,
           in the CQ WW DX RTTY Contest (September 25-26th) as a Single-

  EU-127.  Operators Joerg/DJ1JB, Christian/DM4DX and Markus/DJ4EL will
           be active as homecall/p from Helgoland-Duene Island (GIA N-15,
           WLOTA 2130) between October 8-11th. Activity will be on 40/17/12

  NA-091.  Rick, K6VVA, will be active as homecall/VE7 from Quadra Island
           (CISA BC-006) in the BC Province South Group between September

  SA-046.  Jim, PY7XC, will be active as PY7XC/p from Itamaraca Island
           (DIB-018) between September 26th and October 1st. Activity
           will be on 80-10 meters using CW, SSB and the Digital modes.

K4P, PUERTO RICO (Special Event). Esther, WP4NWP, is now active as K4P
until September 30th. Activity is to celebrate "Patriots Day" in Puerto
Rico. Operations will be on 80-10 meters using CW and SSB.

KP2, U.S. VIRGIN ISLANDS. Operators Dennis/AI8P and Anthony/K8ZT will be
active from the U.S. Virgin Islands (IOTA NA-106) during the CQWW DX RTTY
Contest (September 25-26th) as a Multi-Single/Low-Power entry. QSL via

LU1, SOUTH ORKNEY ISLANDS. Mehdi, F5PFP, reports that Diego, LU1ZA, is
now at the Orcadas Base station on Laurie Island in the South Orkney
Island group (AN-008, WAP ARG-15). Last Sunday, September 19th, he was
on the air and worked more or less 20 Europeans with 100 watts only, then
the net became impossible to manage due to non-discipline operators, so
he left the band. LU1ZA is expected to be on again this Saturday and
Sunday (September 25-26th) between 1800-2300z. Mehdi states, "If you
need Orcadas--South Orkney as an all time new one, feel free to drop
me an E-mail, then I will send you in return the exact frequency where
Diego will appear on air in order to run the list without any QRM makers
on a clear frequency and before any spot on the cluster." QSL LU1ZA via

P3, CYPRUS. Jack, R2AA (ex-RW3QC), will be active as P3N from Pachyammos
during both the CQWW DX SSB Contest (October 30-31st) and CQWW DX CW
Contest (November 27-28th) as a Single-Op/All-Band/High-Power entry.

P4, ARUBA. Robert, W5AJ, will once again be active as P40P in the CQWW
DX SSB Contest (October 30-31st). His entry TBA. Two days before the
contest, look for him on all bands and modes (especially on 30/17/12m)
signing P4/W5AJ. QSL both callsigns via LoTW, or direct to W5AJ.

PJ2, CURACAO (Update). Operator Jeff/K8ND and Bill/W9VA will be the first
team to arrive at Signal Point Station on Curacao (SA-006, WLOTA LH-0942)
between October 10-18th, just before the 10/10/10 date and operate as
PJ2/K8ND and PJ2/W9VA. QSL via their home callsign. The PJ2T callsign will
be used beginning at 0400z on October 10th, when the Netherlands Antilles
is dissolved and Curacao becomes an autonomous country within the Kingdom
of the Netherlands (and likely a new DXCC Entity). Eventually, the team
will grow to 9 operators from the U.S. and Germany, and they will be there
through November 2nd, and operate in the CQWW DX SSB Contest as a Multi-
Multi entry. QSL via N9AG and LoTW.

PJ5 & PJ7, NETHERLANDS ANTILLES (QSL Update). Will, AA4NC, plans to
activate St. Eustatius (NA-145) between October 9-15th, as PJ5/AA4NC,
followed by Sint Maarten (NA-105) between October 15-18th, as PJ7/AA4NC.
He states to QSL via LoTW or direct only to AA4NC. NO BUREAU QSLs.

PJ7, NETHERLANDS ANTILLES. Masa, K1GI/JN3NFQ, will be active as PJ7/K1GI
from St. Maarten (NA-105) between November 20–23rd. Activity will be
"family style" on 80-10 meters including 30/17/12 meters using CW, SSB
and the Digital modes. His equipment will be a FT-450 using a dipole for
40/20m, Deltaloop for 15/10m and a Buddipole for 80/30/17/12m. QSL via

Netherlands Antilles will cease to exist as a country as October 10th,
and St. Maarten is possibly another new entity for the DXCC Award.

SATELLITE GRIDS TO BE ACTIVATED! Yuri, UT1FG, will be joining the "MV
Mottler" (Cyprus cargo ship) on October 5th, and will be on board until
March 2011! He plans to operate as UT1FG/MM on the satellites activating
many grids. His first voyage will be from the Baltic Sea, and then from

TC2010, TURKEY (Special Event). Members of TCSWAT (TC Special Wireless
Activity Team) will activate special event TC2010MVF between September
25-26th. Activity was from the Motor Vessel Fenerbahce, now a part of
Rahmi M.Koc Museum located on Golden Horn. For details, see:

Operations will be on all HF bands. QSL TC2010MVF via TA1HZ. Please
do not QSL direct as the group will send out all the QSL cards at the
end of December to the QSL Bureau system. TCSWAT QSLs 100%, so you do
not need to worry about your card!!

UP44, KAZAKHSTAN (WFF Op). Operators Alex/UN3F, Serge/UN9FN and Anatoly/
UN1F will activate the new National Park "Ertis Ormany" (WFF UNFF-027,
KDA Sherbaktinskiy District F-07, Lebyazhinskiy District F-10) as UP44FFF
between September 24-26th. Activity will be on 80/40/20 meters using
CW, SSB, and if they have enough time the Digital modes. Operations will
also be on VHF/UHF. QSL via UN3F.

V7, MARSHAL ISLANDS. Yuri, N3QQ, informs OPDX that plans are in the
works to activate a new IOTA group. He states, "As of now it is a 'one-man'
show. Tickets purchased, but still many 'Ifs'." Current plans are to
arrive in Majuro (OC-029) on October 7th, then travel to Enewetak Atoll
(OC-087) on October 9th. Probably operations from Enewetak will take place
between October 12-15th and operations from Ujelang Atoll (OC-278), which
has never been activated, between October 16-19th. Everything is subject
to change (weather and transportation). After his arrival in "The Republic
of the Marshall Islands" (RMI), he will know more concrete dates and will
inform us more. Requested callsigns (to be confirmed yet) are: V73RRC
for Ujelang Island and V73QQ for Enewetak Island.

VE2, CANADA (Update/Zone 2). Operator Yuri, VE3DZ, will once again be
active as VE2IM from Sept-Iles, QC (Zone 2), during the CQWW DX SSB
Contest (October 30-31st) as a Single-Op/All-Band/High-Power entry.
Yuri informs OPDX that he will be there between October 25th and November
1st. Activity before and after the contest will be on CW and RTTY, the

XU7, CAMBODIA. Peter, NO2R/XU7ACY, in Sihanouk Ville, will be active
during the CQWW DX SSB Contest (October 30-31st) and the CQ WW DX CW

YB65, INDONESIA (Special Event). Members of the ORARI will activate
special event station YB65C between 0900z Saturday, September 25th and
1600z Sunday, September 26th. Activity is to celebrate the 65th anniversary
of Post & Telecommunication. Operations will be on 80/40/20/15/10 meters
using CW and SSB. The operators mentioned are:
    CW  : Dudy/YB0DPO, Pri/YB0ECT and Laily/YC0TSU
    SSB : Wisnu/YB0AZ, Suryadi/YB0JS, Triadi/YB0KVN, Karsono/YB0NDT, Hudi/
