1.  The Ministry of Communications and IT Dept. of Telecommunicatgions, WPC
Wing, of the government of India has issued revised and new regulations
regarding ham radio in India, effective August 13, 2010.  This is my summary
of a two page information sheet from the July- Aug 2010 Newsletter of NIAR,
National Institute of Amateur Radio, India.
The five grades of licenses have been reduced to two (General and
Restricted).  Both grades can be awarded for 20 years or lifetime, and the
old grades will be "migrated" into the appropriate level of the two new
grades upon license renewal.  Fees are also revised.  License tests include
an 8 WPM Morse code test (receiving and sending).
General grade is allowed limited frequency coverage on 160m  and 80m, and
full Region allocations for 40m and up with 400 watts on HF and 25 watts on
the four higher bands.  Restricted limit is 50 watts on HF (same
allocations) and 10 watts on 6m, 2m, and 434.  VU2 indicates General and VU3
Restricted.  A full report is available from NIAR.

2.  The National Telecommunications Commission of the Royal Government of
Thailand has suspended all assignment of new licenses (ham and otherwise)
due to court cases regarding cel telephone spectrum allocations.  Other
functions, such as license renewals, are indetermined at this date, October
6, 2010, of reporting.
