I use the calculators at the FCC web site:
  http://www.fcc.gov/mb/audio/bickel/distance.html

The distance will vary slight;y with the endpoints.
The last time I checked it, I used:
For Saba ..... 17 36 56.63 N  63 15 06.12 W
For Bonaire .. 12 13 15.90 N  68 11 49.53 W

The great circle method shows 801.088 km (497.773 mi)
The WGS84 calculation shows  799.609 km (496.854 mi)

The issue *should have been moot* if Bonaire had been the
"successor entity" to PJ2/PJ4 and Saba/Statia had been the
"successor entity" to PJ5/PJ6/PJ7.  There was no reason to
delete the old entities other than the desire to create
"new ones" and the Department of State has left us in the
position of having one fewer than there would have been
had PJ2/4 and PJ5/6/7 not been deleted.

Well, it's official, the Department of State has only listed
St. Maarten and Curacao as "Dependencies and Areas of Special
Sovereignty."

Since the separation between Bonaire and Saba is less than the
required 800 km when calculated using the more accurate WGS84
standard, the BES Islands *should* qualify as a *one* entity.
The "bed has been made" ... if ARRL follow the rules, there
will be *three* "new ones."  We'll see how important the rules
are.

I just wandered over to the US Department of State's list of Dependencies
and Areas of Special Sovereignty and it looks like they've done an update,
back-dated to 10/10/2010.

The only relevant entry in terms the Netherlands Antilles situation is for
Sint Maarten and to "see note 11," which reads as follows:

Note 11: The Netherlands Antilles dissolved on October 10, 2010. CuraƧao
and
Sint Maarten (the Dutch two-fifths of the island of Saint Martin) became
autonomous territories of the Kingdom of the Netherlands. Bonaire, Saba,
and
Sint Eustatius now fall under the direct administration of the
Netherlands.
