  Phone unmutes itself after declining muted call

Bug description:
  Steps to reproduce

  1. Mute the phone with the sound indicator
  2. Make a call to the muted phone (it will not ring)
  3. Decline the call 
   -- The phone unmutes automatically
  4. make another call to the same phone (it rings)
