The code seems to have to prevent that happening:

Trying to debug a bit on IRC, "gsettings get com.canonical.indicator.session
suppress-logout-restart-shutdown" returns false, and from the screenshots the
unity prompt are being used ... not sure why the item is not being hidden then

on my 13.10 machine I've the following options avialble via the cog.:Log
out... suspend Restart and shut down

two large boxes appear restart and shut down but the shut down box is always
