I'm not seeing this behavior in indicator-power
12.10.6+13.10.20131008-0ubuntu1.

athairus, Sam, could you retest this after updating your touch device?
If the problem persists, please say what version you're testing with.
Thanks.

Title:
Backlight keeps going back to lowest setting

Status in “indicator-power” package in Ubuntu:
  Incomplete

Bug description:
I'm running the 05-Sep-2013 maguro build on my Verizon Galaxy Nexus
(toro). From first startup, the backlight was at its lowest level.
Going into the "Battery" menu and setting the brightness to a more
reasonable level only lasts a few moments as the backlight will
eventually snap to the lowest setting. The slider itself doesn't seem
to change from its higher setting, the backlight level simply drops on
  its own.
