I expect to menu appear instead of application title. Hot keys like <Alt>+<f> do work, but global menu remains hidden and popups appear misplaced, see screenshot. Bug appeared after upgrade to 13.10, global menu used to work as expected in earlier ubuntus. I also tried a fresh install of saucy in virtualbox, it has the same bug.
