Public bug reported:

beowulfk:~$ lsb_release -rd
Description: Ubuntu 13.10
Release: 13.10
beowulf:~$ apt-cache policy indicator-applet
indicator-applet:
  Installiert: (keine)
  Installationskandidat: 12.10.2+13.10.20130924.2-0ubuntu1
  Versionstabelle:
     12.10.2+13.10.20130924.2-0ubuntu1 0
        500 http://de.archive.ubuntu.com/ubuntu/ saucy/universe amd64 Packages

Upon fresh install of 13.10 the indicator-applet did not show the datestamp,
but the applet for the user-settings and logoff. The System-Settings for
showing the clock in the applet area were set to active, but the mask was
greyed out - so the clock should have been shown.
After a restart, the clock is shown in the top right, but the applet for
User-Settings-Logoff does not appear anymore.

This behaviour does not seem to be reproductive in a forcefull manner.
But people are talking about random icons showing up or not on system
startup. Here a link to a german thread about this:
