This has been an issue for a while. Somewhere there is a massive Unity bug that includes this and many other graphical "annoyances" that was created early in the 13.10 development cycle, which I cannot for the life of me find right now. I'll keep digging around, but if anyone can remember what became of it that would be most helpful. If it has vanished, it might be nice to once again pull any persistent small graphical issues that were either missed in 13.10, or that have cropped up since.
