I purged cinnamon (including Nemo), and that seems to have fixed the problem.

This also happens when windows are minimised or closed. It is especially noticeable when compiz animations are used as the window shrink/blur remains on areas of the screen where only the background shows. It has been reported on AskUbuntu with the title of 'Unity desktop "smears" (doesn't refresh) and shows no wallpaper' and one contributor says it doesn't happen with Cinnamon (though their post was deleted as not being an answer, as was mine). My wallpaper does not show either, even after I changed it, and it used to. My hardware it AMD A10-5700 with 7660D graphics on Ubuntu 13.04 with latest updates. I am using the fglrx-updates driver.
