This bug is very annoying. I just downloaded the most recent 13.10 ubuntu and intalled it... and there is no "system menu" button. I've been running Lubuntu for as long as it has existed and it's really frustrating to have bugs like this in the current version of ubuntu. BTW, I don't have a indicator log file, but I've attached the unity-panel-service file...

Every time I login, without fail, the top status bar is missing the gear icon for shutdown, the date, the sound icon and some others. The icons do show from the login window. So if I let the session time out so that the screen locks, I the gear icon appears in the top status bar and works. I have also added a new user to see if the issue has something to do with my account. The new user also has an empty top status bar. The issue happens for both dual monitor and single monitor configurations. When the second monitor is connected, setting launcher placement to "all displays" does not solve the problem. Neither does mirroring the displays. Everything worked just fine with 13.04.
