Bug description:
  Global menu is not working in UBuntu 13.10 for Google Chrome(v31). The
  bug reported at chromium
  https://code.google.com/p/chromium/issues/detail?id=306667 says its a
  problem with Ubuntu's global menu not with Google Chrome.

  Incidentally, Chromium browser(v31) does not have this problem.
