Ah, this is a bug in the design. Where there is a battery slot with no battery in it, its menu item should say "Battery (not present)". But with the current design, that item will never appear, unless there happen to be any other chargeable components connected to ensure that the menu is present at all!
So the default "When a battery is present" setting needs to change to something meaning "When a battery, battery slot, or anything chargeable is present".
