  icons in dash abruptly re-shuffle

Bug description:
  To replicate:
  1: Open the system monitor
  2: Open any application which is memory-intensive enough to cause swap space 
to be used
  3: Try to open another application from the dock.

  What happens: The dock opens and icons appear as expected, but then
  the icons suddenly disappear and reappear in a different order. This
  is an extremely annoying bug because it causes me to frequently open
  the wrong file or application.
