Heh, that's currently an open question in the spec. I agree it's
probably a good idea, but a padlock doesn't make sense as the emblem.

  indicator-bluetooth 0.0.6+14.04.20140207-0ubuntu2, Ubuntu 14.04

  There is some situation -- I don't know what -- in which the Bluetooth
  icon in the menu bar appears with a padlock emblem.

  This is not mentioned anywhere in the design specification.
