This is intended. It was designed like this since this menu's inception
(2010), and the fact that it briefly used the main font size in all of
its components was a regression that got fixed recently. Read bug
1080076 (comment 5) and
https://wiki.ubuntu.com/Sound#Indicator_and_menu. Also... I don't really
agree it's uglier this way...

Bug description:
  This issue happen after install and short used a "gnome-flashback"
