This one is killing me. I also use 1366x768, but I remember seeing the shortcut display once, so I couldn't figure out how I broke it! Once I saw this thread, I realized that I've only seen it on the TV display, so I plugged in my HDMI cable to the big TV screen. I still can't get it to display.
I also think this is definately a bug. Especially since it seems to be inconsistent and confusing for the users.
