There shouldn't be anything to do in url-dispatcher: it is true that there is special case code in URL dispatcher to send certain file:/// URIs to music-app or mediaplayer-app, but we are in the process of removing them (among other things, it didn't handle removable storage properly). Given that there is no special casing for photos, there is no equivalent work needed.
