Remember that silent mode here is used only by the 'alert' audio role.
The volume slider should still show up when the active role is
'multimedia', 'alarm' or 'phone'.

Ideally the silent mode would just mean a mute for the 'alert' role, but
this need further changes in ubuntu-system-settings and a few other
places.

Bug description:
During usability testing in August, one participant was confused that
a volume slider was still available after turning on Silent Mode.

  <https://wiki.ubuntu.com/Sound#phone-settings>: "Whenever “Silent
Mode” is on, the volume slider should be insensitive."

  <https://wiki.ubuntu.com/Sound#phone-menu>: "As with System Settings,
whenever Silent Mode is on the volume slider should be insensitive."
