They are different values, so it could definitely be that your headset
volume is not at a warning level.

But, the flip side is should we always show a notification in the case
that we plug in a headset? It seems that might be useful as feedback
that the audio state has changed.

  no warning upon headset plugin

Status in “indicator-sound” package in Ubuntu:

Bug description:
  #114 krillin

  The warning works fine for changing the volume when the headset is
  plugged in.

  But, if you set the volume to max without the headset & plug it in afterward 
there is no warning.
  I would have expected just a brief display of the warning reflecting the 
current volume setting.
