window alwalys on top malfunction launcher

Bug description:
Window always on top, malfunctioning, pressing pitcher on the
application in question.
For example, if we have two windows of the same application open and has the
status of "window always on top", pressing the icon that identifies it in the
launcher, we should go through three states, namely, 1) show all windows.
2) minimize windows.
3) show one and then the other.
In Section 3, is where one of the two is not shown.
