After some investigation, this is due to gsettings-desktop-schemas
changing the default of org.gnome.desktop.wm.preferences action-middle-
click-titlebar to "none" whereas it used to be "lower".

We need to either distro patch gsettings-desktop-schemas to set the
default to lower, have Unity do something to set it, or decide to leave
it as none and remove the AP test.
