It's a small theme tweak. Unbelievable that it's been irritating people

  There is very little difference visually between active and non-active
  tabs with the NewHuman theme.

  Attached is a screenshot from gnome-terminal. I takes a while to see
  that the first tab is the active one. This makes moving between tabs
  from the keyboard difficult, as you're not sure which direction you
  should be moving in.
