That the typical alert is "far too brief a tone to control" its volume does not necessarily mean that it "should have a permanent control in the panel". Controlling the currently active audio function is as designed for normal volume keys etc. but if the slider is going to have a particular function labelled then made it should only change the level for that audio function.
