  Displaying window title on top panel is very confusing

Bug description:
  Use case: user clicks a small window. Suddenly it looks like the whole screen 
is named the same as the window he clicked. User thinks the whole screen, 
wallpaper and other windows is the application he selected.
  Solution: drop displaying window title on top panel for not maximised windows.
