Title:
  Lock screen hotkey doesn't work when non-Latin keyboard layout is
  active

Status in Unity:
  Invalid
Status in unity package in Ubuntu:
  Invalid

Bug description:
  The expected behavior is: no difference what keyboard layout is active at the 
moment, Ctrl+Alt+L shortcut should lock the screen (as it works in Windows 
using Win+L hotkey).
  For me the problem occurs when I use Russian layout.
