It only functions for windows on the same virtual desktop. In older Ubuntu, (12.04 lts for sure) clicking on the icon would automatically switch desktops to display the window associated with the icon you're clicking. In the current version, if you open a window and then switch desktops, the icon on the launcher effectively does nothing. You have to go find your window manually.
