I can't reproduce this in Wily.
Following your steps I have:
-click on the second windows to focus it,
-close it
-rightly the not maximized appear with its title in the top bar.
Anyway I cannot test on vivid so I'm asking you to check again and verify if it
still reproducible and eventually update this report.
Set as incomplete.

1. Maximise two windows
2. Open another one in front of them, not maximised
3. Click on the 'x' at the top left of the screen to close the second window
maximised in (1)
4. The panel still tells you the closed window's title, not the first
window's.
