Restarting the OS to complete the installation of updates is such an event. The power-cog turning red alerts the user's attention to the event. And when the user clicks the red Power-Cog icon, an entry should exist that reads: "restart to complete updates" The current method of popping up a window does NOT provide a persistent state of notice and often results in the user forgetting to restart when an opportune time exists to do such a thing. It also breaks the logical connection and Unity-design of displaying system related events in the Upper-Right corner of the top-panel. "Restart" and "Shutdown" are items in the power-cog menu and this is the intuitive place for users to take action on such an event.
