I installed bamfdaemon and I ended up removing all applets and all panels, and then recreating the whole screen configuration. This solution works.

There seems to be no way to make the menu appear, except of uninstalling libreoffice-gtk3 package, but then all styling from the GNOME theme is lost and LibreOffice has the "raw" X toolkit look.
