I can confirm this bug, on a 1024x768 screen, so it's not specific to
eeePC resolutions. Using notify-send with a title and body as well as
icon, I see the first notification bubble *under* the panel, and a
subsequent one *over* the panel.

Bug description:
This occured on my eee pc 900. I'm guessing this is because of the small screen
resolution.
My desktop works fine, showing them below the panel.
