Matthew, it works fine. I think my problem is simply that the images for volume/brightness are not in my theme. Sorry guys, I'm thinking this bug can be closed. I switched back to the default Human theme, and the overlay comes up no problem.

Status in Canonical's Notification Display Agent: New Bug description: notify-osd does not display properly when compiz is disabled (in preferences > appearance). It appears as a black rounded rectangle instead, with no text or image. When compiz is disabled, the notification should automatically degrade down to a nontransparent overlay -- or simply revert back to the old notification systems. I would prefer if we could continue to use notify-osd, since there will be some changes to upstream, and it would be nice to have a consistent user experience -- with compiz on and off. I'd be happy to help test if help is needed to test.
