I added it to the desktop seed now and it will be part of
ubuntu-desktpo once it moves from universe to main. For this it needs
a main inclusion report [1]. I started one here:

Its not finished yet, its probably best if someone who
knows the package a bit better completes it.

Bug description:
hi,

just for curiosity I installed notify-osd and found that it has problems with 
pidgin. Every message which would create a popup, creates a little window. I

I hope you fix that, because that made me remove notify-osd.
