The copy of /usr/share/app-install/desktop/orca.desktop in Ubuntu 8.10
and  doesn't have the "+". Now I see that you have the newer versions.

$ dpkg -l app-install-data gnome-orca

ii  app-install-da 0.6.10.1       Ubuntu applications (data files)
ii  gnome-orca     2.24.1-0ubuntu Scriptable screen reader

the wrong line in app-install-data seems to come from revision 562 on 
2009-01-12:

I can't find were the wrong line in gnome-orca comes from.

Bug description:
Binary package hint: orca

Orca (probably) should not be shown in default installation as the single item 
in Applications->Accessibility menu. It's available via preferences etc., too. 
On the other hand, if we have something else useful to show there too in the 
default install, I wouldn't object. I'm more interest about demolishing the 
System Tools menu... (bug 286458 ie. system-cleaner).
