This is required for both accessibility and automated testing. Setting
priority to High since broad test coverage of the new notification
system is a Jaunty release target.

Bug description:
Binary package hint: gnome-settings-daemon
When sending icon-only or icon+value notifications to notify-osd, the title
string should not be empty.
For example, if it is a volume indicator, it should send "Volume" as the title
(translatable , of course).
