I had Firefox open, and tried to drag a link over to an area of my tab bar obscured by a notification. I was not able to open the link this way until the notification ended. Based upon some advice on IRC, I then tested this out with a file drag-and-drop on my desktop to an area obscured by a notification. This did not work ether.
