Applications would like to know if there is anyone using the indicator bus. To
do this there should be an API that should return a boolean relatively quickly
on whether there is a listener available. This won't include information about
what that listener is doing with that data, or how it is displaying it, but
more than one exists. This allows for better choices about the environment
that the application is working in.
