The mail notification plugin of evolution was enabled by default. No I did not upgrade from Intrepid. I did a fresh install and I'm installing all updates daily.
And no I did not restore an old backup of evolution. I just added my email account and I did not touch the any plugin configuration. I have di this test too: I disabled this mail notification plugin of evolution and restart my evolution client. As you can see in the attachment, the mail notifier is in the systry.
