notification-properties configures notification-daemon, not Notify OSD.
That's why notification-properties isn't installed in Ubuntu 9.04 by
default.

Bug description:
Hi all.
I just finished upgrading II to JJ.
I usually move the main toolbar (Application - Places - System) on the bottom 
of the screen, so I would like to move also notification messages on the 
bottom-right of the screen.
Using command "notification-properties" on System -> Preferences I've setup 
messages in Bottom-Right position but after clicking  "Preview", the message 
always popup in Top-Right, despite setting choosed.
I'm using a custom desktop theme.
At your disposal for any further information you might need.
