[Dx4win] re choice in sending qsl's

When working a contest such as NA QSO PTY  Is it acceptable to send out 
QSL's at my own discretion?  I am working on my WAS.  Naturally I will 
answer any cards I receive.    If  the answer  is NO as I suspect then I 
will do it but wish there was a way to make labels with addresses.  Margaret
