DX4Win uses pin 17 on the LPT port for CW.

However, DX4Win does use pin 20 on a Com port for CW.

Some other configuration error must be the problem.  According to the DX4Win
documentation the SO2R functions are according to the de facto standard for:

Pin 14 radio 1/2
Pin 16 PTT
Pin 17 CW
